The EU Strategy against the proliferation of WMD

A European Security Strategy « A Secure Europe in a Better World » was adopted on 12 December 2003 by the European Council. This Strategy identifies a number of threats for the next decade, one of these major threats being the proliferation of WMD. While addressing the root causes of this threat, the EU also takes measures in order to counter it: a European Strategy against the proliferation of WMD was adopted by the Council also on 12 December 2003. This Strategy provides a fully fledged-roadmap for immediate and future action in the fight against proliferation of WMD.

The main areas where the EU is currently concentrating its efforts are:

Strengthening the international system of non-proliferation,
Pursuing universalisation of multilateral agreements,
Reinforcing strict implementation and compliance with these agreements,
Co-operating closely with the key partners,
Assistance to third countries.
In October 2003 the High Representative, Javier Solana, has appointed Ms Annalisa Giannella, as his Personal Representative for non Proliferation of WMD to co-ordinate, help implement and further develop the EU Strategy against the proliferation of WMD, and to give sharper focus to these issues in dialogue with third countries.
